It seems like everytime Im tweaking a tune, and i wanna drop my bassline, it causes the peak volume of my kick to be lowered. Ive tried altering frequencies. Suggestions?

Not familiar with Fruity Loops 9, but check to see if there's a hard limit that you're bumping into...

You want to side chain
Put your kick on it's own channel and assign the fruity peak controller in the FX, this comes up with mute on so make sure to click it off(it's in the lower right corner of the controller,
Then put your bass on it's own channel, right click on the slider in the mixer and click link to controller.
When the controller settings box pops up you will want to set the internal controller to peak and change the mapping formula to inverted and hit accept.
Now you should see the slider cut out every time the kick hits.
Use the base/vol/dec in the peak controller to adjust how much and how fast it cuts.
I just learned to do this and it has made a HUGE difference!

Honestly I looked up how to gate and really didn't find much! I was told to gate my drums. Anyone got the junglist studio definition for gating?

it didn't completely solve the prob. but there was an evident improvement.

gating is just referring to using a gate filter - a gate filter can help you get a sound (i.e. drum sample) to a level that sounds good by reducing certain frequencies or signal to noise ratio ...
